New PCN rules 'will benefit hauliers'

New rules should make it easier for hauliers and operators to challenge Penalty Charge Notices (PCN), it has been claimed.
The Freight Transport Association says that changes to parking rules under the Traffic Management Act mean that truckers should be less susceptible to being slapped with a fine.
According to the pressure group, new Non-Statutory Operational Guidance makes rules regarding loading and unloading much more clear and now includes taking goods inside premises and checking paperwork.
Parking attendants, now known as Civil Enforcement Officers (CEOs), will therefore have to prove that the ticket was given at a time when the driver was not loading, unloading or inside getting a signature or there will be grounds for an appeal.
Gordon Telling, the association's head of policy for London, south-east and east of England, said: "PCNs have grown into a serious problem for many operators especially when PCNs are being issued whilst legitimate deliveries are being made.
"The new definition comes as welcome relief to legitimate operators who are making legal deliveries but are being penalised by CEOs who are only required to make cursory observations of the vehicle."
