Freight forwarders allowed dual running Customs declarations

Revenue & Customs (HMRC) has announced that the dual running of both old and new type Customs declarations will be allowed from when SAD Harmonisation is implemented on October 1st, until January 20th next year, a move that will benefit freight forwarders.
The harmonised SAD rules are linked to IT projects aimed at developing a 'paperless customs environment', including new pre-arrival and pre-departure freight reporting requirements.
The British International Freight Association (BIFA), has welcomed the HMRC move, noting that freight forwarders, importers and exporters would have faced "major disruption" if a period of dual running had not been allowed. The group has stressed this to HMRC.
"This will give forwarders the ability to adapt to the new procedures and uncover any defects of upgraded systems and software along the way," said BIFA director general Colin Beaumont.
"HMRC has listened to industry concerns and is adopting a more pragmatic approach, with both systems operating simultaneously for just over three months. It should make the significant risks involved for all concerned more manageable."
He also noted that the move shows the success BIFA has had in lobbying on behalf of its members.
